The Entrepreneurship Competence framework by the European Commission is composed of three interrelated and interconnected competence areas: ‘Ideas and Opportunities,’ ‘Resources,’ and ‘Into Action.’ Each area contains five competences, which collectively form the foundation of entrepreneurship as a competence. These 15 competences are developed through an 8-level progression model and encompass a detailed list of 442 learning outcomes. This framework can be utilized to define parameters for assessing the entrepreneurial competences of learners and citizens.
